There is an argument "doing the rounds" in the UK (where we dont, as a rule, use air conditioning) that CFLs are not as efficient as claimed: Since energy is never "lost" incandescent bulbs heat houses and therefore reduce the need for other forms of heating.
But on the other hand our government heavily subsidises CFLs.
